Unfortunately you have to pay the $18 to switch worlds.
If you are new to the game I would recommend one of the new worlds they added when the PS4 version launched:
Zodiark -> EUROPE
Jenova -> USA
Shinryu -> JAPAN
You would have to start over, no transfering to the new servers at the moment. I started a character on Jenova and it is busy with lots of people playing. I just recently came back from a break from the game and decided to play on the new server.

Rule I always follow when I play MMOs: Always research the servers and choose the most populated ones.

We are a good group, who love to help in any way we can. Me & a couple others LEFT an over populated work to come to Mateus just for the fact it's not got a lot of people on it. Goblin our original had older players who cared less if you asked for help & I was booted off parties because I was new to a dungeon. And our FC was formed just to be helpful. Stay & find a great group....

You can view it as bad being underpopulated, but I hope the RMT (Gil sellers) won't bother going there too ;)
And as long as you /SH for people and ask them to join their FC/LS, you won't feel alienated anymore.
What I'm thinking is that lots of them are at the end-game part of the game (Mor Dhona) - so you will see less of them on low-lvl maps.
note aside, I don't think you are playing bad. lvl 27 when you don't know anything about the game, just relax and enjoy the cutscenes ^^
It took me roughly 7 months to get all 19 chars to 50 (cap so far), playing about 20-30hrs per week. ( I work 60 hrs per week, sadly ;) )
Lastly: If a server becomes so low in population (due to people changing server / stopped playing), SE could... close the server and giving a free transfer to a more populated server..
