I hate to say it but I think there should be more rewards. It doesn't seem to have any effect on people being total *****s sometimes.
Just give them a vanity pet or something at 300 so they can remember the system is there.

It is rather annoying.
Can we get it so we just can't vote for our party members?
Or go to a 2/1 system. 2 Coms for people outside your party, and 1 for people inside your party?
Don't know, kind of like the first suggestions better.
Hmm the only issue with this, is that if you join as a party of 3 there is only 1 place all 3 commendations can go, I suppose you still have the choice not to commend someone though.
This system must be rough for DPS who want their gold shiny mount.
I can sometimes understand feeling like I'm not getting as many as the others simply because I'm a dps -- but say the run goes without a hitch, but no one talked! Is there a certain etiquette to ensure that everyone gets a commendation if they did their part exceptionally well? D=
I agree with you about giving commendations to people outside of your party, it's a great idea! I've had many people that I enjoyed running a dungeon with, and then I realized I couldn't give them a commendation because I was in a party and not able to do so. My only concern is that I can see something like this being really low on the implementation viewpoint since commendations aren't actually useful for anything major in game. I'm not saying don't implement it, but I also can't see it being changed anytime soon. :(
It's also hard to give commendations to PC players. By the time I skipped the CS and the PS3 is done loading they are usually long gone.
slightly OT, but ...
As we don't have ability to block in the most cases in DF being cross server, can at least we get -1 option for the ones who act like *****?
Or, even better, something to enable us to make sure we never get one of those players in party again -- not to mention that it would do wonders to the attitude of them knowing that with every **** behavior their chances for the next party shrinks.
I fully support this idea. On day one of the commendation system being introduced I had this amazing healer that did damn near everything perfectly (minimal overheals, DPS when viable, you name it), and because I was partied up with a friend, I couldn't commend him/her. It's really a shame when you meet a stand out player like that and you can't give them the full recognition that they deserve (aside from telling them in party chat).
If the run was fine and no one really stood out, then a good system is for tank to commend heal, heal to commend tank, and dps to commend each other. Then everyone gets a commendation.
In 8 person runs, tanks commend each other, heals commend each other ... and dps ... well ... that's a bit harder. I commend the dps who appears in the party list after me (or back to the top if I'm the last), but that's not a common system.
