I have to agree with you, the RNG in this looks very weird. I myself either get atma in less than 10 FATE, or get it after at least 3 hours of grinding, just nothing in the middle.

Another random perspective: I got the quest started, teleported to west thanlan, started a fate, asked somebody is there a specific fate to get these atmas from. He said no. Fate ended. I got an atma. First fate. 2 minutes.

7 more hours of fate grinding over the course of several days, got my second.
