Given that white raven armor fragment is a part, and that Yoshi said he expects very few to finish relic upgrades before 2.25, I think it's safe to assume you need to clear all of the new Coil stuff for new relic completion.

Parts can be seen to be used in recipes for furnishings...and I suspect that's all they do. I doubt that they'll include the white raven armor fragment in a process to make ilvl110 weapons when coil 9 drops ilvl115 weapons.
