They explain it but its pretty tacked on, just like the story. Everything is really just justification to battle with giant robots.

Whatever the outcome, I'm prepared for a full day of Blitzball in HD.

Since they are taking the opportunity to change sensible software in the servers, and making sure it works, I wouldn't be surprised with a slight delay like the one that happened on 2.1.
