Yep. Same problem here. Have not been able to get past the character screen since I logged off Sunday night. Texas, check. Verizon, check. How annoying.

<- Verizon FiOS. Texas. Sad Panda.
Verizon; TX
Very upset. Only happens when trying to log onto my account and not with boyfriend's account.
I was fine earlier today, but I was getting it yesterday and now tonight again. I'm in Canada. It's not just a Texas issue.
As stated above, I too, live and Texas with Verizon as my provider and I am encountering the 2002 error disconnect at the character lobby. Please leave any additional tips and help that will quench my thirst for ffxiv while I wait D:!
It should be working correctly now.
There was a L3 router in dallas that was dropping large packets, which is what happens when you're receiving character/world data.
I'm a fios customer in the dallas area, and it did affect me. I was able to use a vpn or a reduced mtu setting to work around the problem, but neither should be necessary now.
You still need to do what he did^
I get to my character select, but wont log on. Weird thing is my cousin can get on. This problem is affecting my SW play as well, but that's not for here. lol
Update: I can log in with one of my characters that I had created before having this issue as well as with a newly-created character but an unable to log in to my main character. This is extremely frustrating as ffxiv is the kind of game that puts a lot of benefits of rolling just one character. I want to be able to play my main character, the one I have put many upon many hours of play.
Started for me Monday and continues today where I can connect to my new toon and one of my regular alts but not my main.
Same issue here... DFW, TX and Fios ISP. As of Feb. 26th 2014, the Error 2002 still persists.
