I think it is due to the PS4 thingies, even if it says that is supposed to be the 20 Feb and no 19. To implement the PS4 now to the servers isn't probably easy.

Time to be patient. ^^

One would think the 10 hour scheduled maintenance time would be enough without also starting ~10 hours earlier.
