They can't even provide direct download options for a 300mb patch. How would they be able to support a full client download? They would have to partner with another service to make this available.

They would piss more people off paying for a game that isn't worth the money. It would get worse of a rep than it already has, and it would fail faster than it already is. Hell, if they said i could send back my CE for a refund i'd do it. Maybe try again in 2 years.
If SE wanted to sell the game now they would be charging us cause thats were the real money is, subscriptions. I personally dont think they would want to push potential players away by telling them this game is awesome now and they should buy it immediately. Thats just crazy talk to think otherwise, they know they dont have a finished product so why would they market it.

Steam (and other DD services) charges something like 30%. F2P games on Steam are also all cash store games that give Valve a percentage off in-game puchases. Either way, Steam doesn't work for free.
I agree that the client should be available for download. By the time of the PS3 release it'll be patched all to hell, so a fresh install would work more optimally, and it's a way to support their subscribers who bought a copy of the game with a broken install disc.
