Make your own group in Party Finder with the intention of watching all the cutscenes for first timers. Pay members if you cannot fill the party within a reasonable amount of time. If you want to experience content as it is meant to, you're 3 months late to the party. Don't show up to the MMO late then complain about the consequences of making that decision.
Duty Finder/Roulette are for repeat runs and fast queues.
The needs of the many outweigh the needs of the few.

The amount of toxicity in this thread is disgusting. I'm all with the OP. I've had the very same problem in the Praetorium, plus I went in with a friend who left after I was kicked for watching the cutscenes, so she got a 30min lock-down and we were basically doubly punished for being first timers and wanting to watch cutscenes. The next time we went in, I was allowed to watch cutscenes, but aside from the first few boss battles I didn't get to participate in a single because nobody waited even a minute for me to get out of the cutscene, so even the remarkably few times I finished the cutscenes before the boss battle was over, I was locked out from the battle.
I've played FFXI for years, and I've played FFXIV only for but a month now; yet those two parties were by far the most toxic and aggravating I have ever had in a MMO, and the current design of the DF encourages that kind of behavior.
Once somone has been kicked, the rest of the party won't suffer from the 30 minute lockout if they leave. Nor will the person who has been kicked.
In other words, kicking someone out of a fail group in order to leave without penalty has become the norm now in DF groups.
As for watching cut scenes in a duty finder... Most people seem to be respectful to the movie goers. While others will just lock you out of a fight. You gotta take it with a grain of salt. Go enjoy your cut scenes and get locked out and then que up later for the fights for your daily roulette.
If it is in the Party Finder, you can specify that you want to watch cutscenes in the info. It might take longer but hopefully people with similar interests will see it.
I have been stuck behind the boss barrier for missing the time to get in after a cut scene on at least 2 occasions now
The simple solution would be to prioritize first timers over tome farmers for roulette and df.
If a first timer starts the mission and doesn't complete it - give no rewards.
Only story cs you can't watch in the inn is ending scenes in the preatorium after you beat the final boss.
