Statement: On a serious note, run a traceroute on the IP of the server you are on (available on ARR Status. Should give a general idea where the break in the pipe is so to speak. If it in your ISP, open a ticket with them via their help desk, if it is with SE, use the traceroute as evidence with Customer Service.
