There are no rules for blacklisting someone. You can do it as much as you want, freely, for any reasonn or none, without any justification.
It has noting to do with ToS. It cannot have anything to do with banning people.
On the other hand, reporting someone has everything to do with ToS.
It has already been suggested time and again to have a temporary auto-ban on people who have been reported by [instert a fixed number] people, to remove the probable offender temporary from the server, and give time to SE to check to make sure this person indeed violates the ToS.
Considering that the report function is so impractical that many people (me included) have stopped reporting offenders, an easier way to report someone would need to be added into the game, but the auto-ban could have some use regardless.
Considering that some claim they have been reporting bot users for months without any result, it is possible that SE is too inneficient to investigate reported people in a timely manner, which would make the temporary auto-ban impossible to implement (the "temporary ban" should be short, because if the person happens to be innocent, they should not be kept from the game they are paying for).
Seems easy if S.E goes after gil buyers. They won't waste their time making accounts over and over again and relvl everything.
Make it like vote kick where you have to select a reason for the blacklist and include "RMT/Gilselling" as a choice. Boom, auto report. How nice! I mean we're trying to balance getting rid of these people who are ruining most players' enjoyment vs. still getting to play the game and reporting every gilseller eventually adds up to a serious loss of game time as well as loss of immersion. I have reported almost every gilseller and I remain disgusted by how much time I've thrown out the window to do so. When it comes right down to it, I'd rather have gilsellers out of the game than the couple minutes or so it takes to report each one of them. But even nicer if this didn't represent a sacrifice on the part of players at all.
I just don't understand how the accounts NAMED after a certain gold-selling website are still active. >_>
You'd think that'd be an auto-flag.
As for banning by blacklist, I don't necessarily agree with that. I do think that everytime someone blacklists a user though, a log should be kept of the last message that user sent. If a player is blacklisted rapidly in succession by various other players, it should trigger a review of the chat logs associated with each instance of blacklisting.
