It's intentional so tanks have something to do in the razor plume phase, and moving the plumes comes at a heavy cost. The possibility of it being a 1 tank fight might arise if it wasn't this way, which in all the new content SE is clearly determined to avoid.
Just as a observation all the ex primal fights are very tank heavy, I feel like SE is compensating for the fact that most of the content before it was rather boring for tanks and most could be one tanked, breaking the default party composition. If it is a overcompensation though I don't know, maybe
