I'd be happy if they added an 'In Progress Only' option, but I would still like a penalty added for multiple withdrawls on pop. You can still get around any DF Penalty except with Crystal Tower (24-man) by having the required party size.

People already did and do this with dungeons that don't have CT's loot lockout.
If you're so busy or preoccupied that you're withdrawing ~5 times within a 30 minute period you probably shouldn't be online or queuing in the first place. I dislike having my own queue time wasted by someone with poor judgement and time management skills. A harsh lockout for repeated withdraws within a short span of time is more than appropriate if it'll keep people from doing it, regardless of their reason.
Put on silly punishments for withdrawing and enjoy your groups disbanding because there are no healers and tanks entering it.
In all honesty I am an ilv84 pally and have no alts yet. Therefore I do not require any CT gear, and my philo is currently maxed out. The only reason I ran a CT was to see the content and grab the achievement. Now I still participate, but I will only do it as "join in progress" because based on the number of tanks in CT, it is more liekly I will get to skip ahead and collect my easy myth. Working as intended, that's just the way it is. Commendations? I can farm those from guildhests easily enough and those are only a couple minutes long! It's a waste of my time to join a CT from the get go and risk ppl RQ'ing after every wipe. That's how I feel about it anyway.
Joining CT in progress doesn't make a whole lot of sense to me, since unless I'm mistaken, every boss has a chance of dropping any of the available items... Unless you're specifically looking to enter one where someone has ditched, why would you want to start anywhere else but the beginning, so you have more chances at the item you want?
Don't hate the player, hate the game. After going 0/15+ on a drop you are looking for in one week, and each run taking about an hour, then yes people are going to abuse the Duty-in-progress system. Blame the terrible loot system, not the players.
