As others have said, votekick someone or wait for someone to leave party via timing out. As long as you are not the FIRST person to leave the party you will not get a penalty.

I can confirm using the entrance to exit the Dungeon will not incur the 30 minute ban as of last night.
I've just encountered these kinds of issues for the first time tonight. I had a PUG do nothing but trash talk after a failed Garuda until I left. I didn't realize the timer had been increased to 30 minutes, and to make matters worse I didn't realize that it would also prevent me from going back in with a group I organized myself. Frankly I lost my temper over the whole thing (since there's literally no recourse), and if my FC hadn't talked me down I might have walked away from the whole game on the spot. Overreacting, maybe, but absolutely unacceptable policy.
That's just my experience, but the point is that it's experiences like that that incentivize the kind of behavior people are complaining about here, and I'm so furious about it I had to come and complain. Sure, I could have gained the benefit of knowing what would happen if I bent to the pressure and left, but I'm out my time whether I leave or whether I stick around for a half hour valiantly defending my honor while the clock runs down. If this is the system I have to work with, what am I going to do next time? The same thing everyone else is: game it. That's the behavior that the system rewards.

Unless as stated above, the party is full again. If you leave with a full group, even if someone had left the group prior, you get the penalty.
