I would love to see the countdown timers on our bars. Please make this happen.

Yes! I've always preferred being able to see the numbers because many long cooldown abilities, it's very difficult to see the bar at the end. Please add this as an option.

Please don't miss the boat on this option for 2.2. It's really irritating spamming a skill that has less than 5 secs left because I thought it was ready when it wasn't.

Hmmm don't have an issue with is mainly because the skill will light-up a bit once the CD finishes. Still would be nice in some cases.

Well 2.2 & 2.25 have come and gone. I would still very much like this option in a future patch. The clockswipe is still such an aggravating thing when I want to know exactly when a skill will be ready at a glance.

Agreed. The clockswipe is clear enough (even preferable) on the shorter duration cooldowns, but the longer duration ones spend quite a while looking just on the verge of coming off cooldown. I rather like the suggestion in the third row of the OP's image (the mixed-mode suggestion where GCD skills keep the clockswipe while long cooldown skills use numbers).

another good reason to allow further customization of this would be for the /micon feature. because if you want to use an icon with a lengthy cooldown. you may not want to even see any remaining cooldown indication like you can normally see now. with that being said, there should also be an input command through the chat line to change the preference. so we can put it in to our macro when changing gear sets.
