You can only get the hides from treasure map (8 group). The new dyes I have no idea. I have the Glacial and Highlander sets just from doing 8 man treasure map hunting sometimes you get bad luck and end up with nothing.

If it is like the dyes that are currently craftable they have parts and an acquired skill you get automatically after a certain level that lets you craft dyes. The other part is gathered and you put them together. I have no idea if the new ones are different.
Highland hat
Highland gloves
Glacial boots
Glacial top
I plan on making the highland top later on my brother went out for Christmas party hes my crafter for leatherworker. :<

P.S You can get Blue fox from the lvl 40 maps its a level 40 recipe but the glacial set the chin fur is the lvl 50 and only received it ever through the 8 mans. :<

I got the blue fox hide from the lv. 45 map.
blue fox hide is from goatskin map which is why they are so expensive. No minions from that one
Chinchilla is from peisteskin map
some of the new dyes are crafted but most are from the beastmen vendors. More and more show up as you gain ranks
the greens and browns are from sylph, blues and yellows from amal'ja but forget the rest
