That option has always been there, it hasn't been recently added. Also, the Mogstation is not region specific, what makes it region specific is the account information from https://secure.square-enix.com/account that has been tied to it when you created a FF14 account. Besides you have multiple ways of paying atm including debit, which are options the european community can't use, so I doubt you will get timecards, considering you just got Crysta cards as well.
Also, I doubt you will get a developer response on it as it is more up to the executives. it sucks for the rewards, but alas, you have to work with what you got.
Just to note, this doesn't work with the EU timecards for EU players either, so getting timecards in NA won't really help you with this.
I'm an EU player who subbed for 180 days at launch, and I thought buying a couple of 60 day time cards would get me up to 270, but nope, it won't let me add more than 180 days at a time. Right now its at 170 days left, so i'll have to wait another 50 days before I can add another time card.. sigh.
It feels pretty sucky to get burned for wanting to support the game. I don't think i'll ever be subbing for 180 days again.
SE should keep the veteran rewards program and add a cash shop. They would have more money and happier players, if there were alternative ways of obtaining Fantasia and various vanity items. It's a win/win scenario.
