A simple solution would be to have a ready checkbox for each participant; the match can start as soon as all checkboxes are checked or two minutes passed (whichever comes first).

I genuinely thought this was a jokey-troll thread. The fact you are serious makes me a bit sad.
Wow 2 min wait. From experience 30sec is plenty of time for a group of people to work out a strat for one setup/map. I play World of Tanks a 15 on 15 pvp game from time to time and it has a 30sec prep/load phase. If your running with friends you are already well aware of what you need to do and just need a few seconds to concur. If your playing with a bunch of random people even 20 min wouldn't be enough to get them to work as a cohesive group, so why wait 2 min.
After the first few days of matches people with get the hang of what to do and not need so much prep time. There's no need for a long timer for a boss fight or dungeon run. If you don't know the dungeon explaining it for 30sec or 2min wont make a difference and if you know it already 2 min is painfully long.
Load times from console or bad laptop shouldnt affect this, just like it doesnt in -EVERY- instance content. The countdown likely wont (or should not) start until everyone has loaded in, then it ticks down. 30 seconds should be the max imo... Even 2 minutes isn't enough if your PUG lol and if ur not pug im sure your making strategies ahead that will become useless and change throughout battle.
What's pvp?
I agree that a forced 2 minutes will be a nuisance. Matches should definitely start earlier when every participant presses some "Ready" button.
