nah, this is nothing more than an easy way for them to remove gil from the game. they know certain groups will rush and collect every single gil they can until they can afford the homes and that massive amount is gone. after 2-3 houses are sold on the legacy servers the prices will drop to be in line with the rest of the other servers.
