a) not every bot is related to RMT (aka it could very well be a 'legitimate' player just using a bot)

Because RMT is far from the only people that bot. It's also done by a lot of "real" players that thinks the game is too boring to actually level up and get gil in (but for some reason feel compelled to be levelled up and rich anyway).
