Not entirely sure what's the problem of losing your high level skills when you sync-down.
If anything they need to change the fact that other classes can use any level cross-class skill at lower levels while the actual class loses them.

Hey would you look at that, the world is still turning and this thread is still here.
It would definitely create problems.
If a level 50 PLD sync down to Sastasha, for example, without taking away the skills, then I would not only have Rage of Halone, but also Sword Oath and Shield Oath, Circle of Scorn and Spirits Within. I think it's not too much of an exaggeration to say my enmity ability would be double that of a level 17 Gladiator.
Now consider if a synced DD player gets in Sastasha with a level 17 Gladiator. There would probably be no way the Gladiator can hold aggro on all the enemies. People will be bringing level 50 tactics into a level 15 dungeon, effectively forcing someone who may very well be tackling the holy trinity tank-heal-dd concept for the first time in their lives to instantly adjust to end-game fights.
Imagine a first time tank having to tank against a SMN who spreads DoTs all over. Bards and Dragoons who AoE the heck out of each pack of trash. And having to deal with all that using only half the toolset.
I would rather that things be kept as is, but with each patch add hard modes of each of the leveling dungeons tuned for end-game skill sets.
I think it's fine as is, cept I would like it to be possible to sync a party without having to be in a fate or dungeon. Might give us some options when leveling with friends etc.
Good point, I can't really disagree with what you said here, But I still think even so it wouldn't be game breaking, at the very least it would be nice to still be able to keep your skills for fates. Dungeons I can see your point, and with the addition of HM's it would make sense to leave it.
actually i like this better more, more balance for dungeon runs.
I kinda agree. When i help a friend in a dungeon as a black mage i die inside when i lose astral/umbral III and firestarter
Square is the only company I have seen that can take a great idea, Mentoring/level Sync among others and make them suck. Mentoring as seen in Eq2 and most other games simply reduces your stats/level/skill damage or heal amount. This is how it should be. There is no logical reason that I should suddenly forget what I have learned. Do I travel back in time when I go to Sastasha as a lvl 50? Do these lower level dungeons alter my memories? It is silly and it deters me from going into these dungeons as you almost have to relearn your class/job.
