As much as I agree with local leves being more spread among all ranks...my personal preferance would be that there are no more than 4 leves of one rank range at the same time(meaning 4x R35, 4x R40, 4x R45 etc) That way everybody can get a full set of 8 leves per reset but won't get 700SP+ synths only through them.
Leveling crafts already became way too easy compared to before, providing 8 local leves from the Rank Range above you will even accelerate this process and make it more of a matter of course, while crafting should still imply YOURSELF gathering materials and crafting stuff not just grinding solely through leves. How the hell could you call yourself a crafter if all you do is get materials from the counter, grind through them, then wait 36h for the next to appear. Therefore I wouldn't provide too many leves for each rank range. 4 leves per 5 ranks is more than enough.

Level 20 leves: 6
Level 25 leves: 8
Level 30 leves: 3
Level 35 leves: 2
Level 40 leves: 1
Level 45 leves: 5
Level 50 leves: 1
Should look like:-
Level 1 leves: 8
Level 5 leves: 8
Level 10 leves: 8
Level 15 leves: 8
Level 20 leves: 8
Level 25 leves: 8
Level 30 leves: 8
Level 35 leves: 8
Level 40 leves: 8
Level 45 leves: 8
Level 50 leves: 8
Whilst I'm bringing this issue up, maybe you could ask the dev team that when they do revise local leves if they could make the hand in local, I.e in town or at the guild that would be much appreciated.
Right now Local leves are actually regional because they require you to go miles out of your way to hand them in.
Distribution is still horrible, mainly for alc too.
I like how it was to be fixed in 1.19 hehehe I'm still not crafting because I'm waiting for 90% of this to b fixed. :(
