I think you're reaching for things to complain about; I would have to disagree. It seems that most NPCs carry a thick english, british, scottish or irish type accent by the way they speak, but they are certainly are not all "eloquent". Eloquent speaking requires proper grammar, word usage, and flowing sentences. Many NPCs, while carrying this "accent," speak a lot of "slang" and even use curse words. I think your complaint is the type of accent they seem to carry.
I honestly prefer the way the NPCs speak as it makes me feel more like I'm a part of a fantasy world. In a lot of FFs dialogue is more or less a modern kind of style, which doesn't fit with some of the more fantastical settings.
I am glad they made this choice. Makes the world more immersive.
