The speed run is a good way to get over a bad mechanic created by SE: farming the same dungeons over and over again for gear that should only be able to be obtained through high end content.
I would have eliminated mythology, spread out philosophy to achievements/dungeons/certain fates/certain leves/gathering/crafting. I would have reduced the amount gained in dungeons and spread it out over the list above. This would have given people various ways to gather these tokens and would have reduced the necessity to do speed runs. At the end of the day, people want a balance of enjoyable content, with the right time to complete the content, and a reward that is commensurate with the challenge.
By eliminating mythology, you can then only obtain ilvl90 gear through coils. Coils loot is a reward for the pve player that can complete the hardest content in the game. If you are fully decked out in ilvl70 gear, you begin attempting coils and start getting ilvl90 gear there, or you can wait until tower comes out and get ilvl80 gear.
Right now, the system is broken.

I don't do speed runs, but I don't necessarily think they are bad for others to do. I do like that I don't feel "forced" to do them when queuing in the duty finder now though.

Speed runs can be good if it's content you've cleared once and want to repeat for the sake of rewards. It's not something anyone has the right to force on others, which is where it is a bad thing. Too many people want to make it a bad thing, though, which is non-conducive to a good community.

My vote: to each his own.
If you're queuing via the Dungeon Finder, don't expect a speed-run. There's a good chance that at least one of the people you're matched with will be a first-timer. If you really want to speed-run that badly, then form your own group and knock yourself out. The only problem with speed-running is when people join a random DF group and then start b**ching because the rest of the team is either undergeared or wants to stop and smell the roses.
Personally, I like to kill everything that's directly between me and the boss. On an average WP or AK run I can earn ~3k gil just from the mobs.

I do prefer speed runs but I don't expect them in DF since often times there's at least 1 or 2 new players. Usually I'll go with a pre-made group if I want to rush through.

my question is more about the impact on the game balance.
let's be honest, speed run will always exist, but the develloper will try to reduce it.
we mustn't forget that the balance time/reward is a serious matter for them.
in this case we get WP in 12 minutes where people gather all the monster of a part of the dungeon and blast them with blm/brd. what they will think or do for reduce this? that the question we must ask.

Neither good, nor bad.
The only good or bad that comes of them is due to players and how they go about it.
Speed run = a method of gameplay.
Forced speed running = Being a douche about it.

I like speedruns, i dont like the people you get when shouting specifically for speedruns <.<

Good when done with the right people. Bad when done with very impressionable minds. And by "right people" I'm talking about the neutral crowd. Those that are fine with and without speed running. Those that understand they should form their own groups to speed run and will not hold it against a PUG to do things normally. Unfortunately for us, the bad people are the ones who are the most frequently found peers on these forums. Some of them don't even realize they fall into that category, which makes it all the more comedic and mock-able.
