And if they move the time it will be in another person's prime time.

We all know the game is new and we just want to play it that is all. We will get over it...just sucks!!
It's fairly standard that maintenance times not be refunded unless they're extremely extended (24+ hours) for some reason.
What I do find a bit off-putting is the amount of maintenance, especially for problems that don't affect the VAST majority of players. I'd much rather those things be pushed into a regular, weekly or bi-weekly maintenance schedule than last minute "emergency maintenance". One instance is bugged so everything gets shut down for hours multiple times over... Why?
Yes it is up for the same amount of time for everyone, but hey, do we have a same timezone? If I'm an AI that can actually play without sleep, then I'd agree with you 100%. But it's not, so nope, we're not losing the same few hours like everyone else as you've mentioned.
A few hours maintenance can actually affect one player's DAY schedule, just saying.

As I have said, they can maintenance all they want, if they actually freeze the subscription time DURING the maintenance period.
If you wanted to get a refund for the amount of time that the servers are down, it works out to about 8 cents per hour of server downtime. Make your own decision if you feel like that's worth your time and money to get litigious over.
Oh I don't disagree, but that's still ultimately by your own doing.
I think the post above mine is really the best response to thisQuote:

you should be happy that this game is getting regular maintenance. it shows that the money for the subs are not just being pissed away and they are being used to make the servers better in any ways they can.
Making a thread about how account should be put on hold because you cant play is ridiculous. are you having some major financial issues where you really need the 15 cents of game time back? If thats the case, you shouldn't even subscribe and fix yourself.
No. If the game was unavailable for days at a time, there might be a possibility of compensation. This happened in the case of a catastrophic event (the big Japan earthquake) where SE chose to shutdown its games due to the scarcity of electricity in the wake of the event. Players were not charged for the month in which the event occured.
