No. The NA/EU ones are in canada.
I'm from EU and I play on US servers and I have no problems with connection whatsoever, except that "intended" .3 delay.
Bit shady to call some servers EU servers, when in fact they're in the same place the NA ones are. Should have just gone with "japanese" and "international" for this model. It's confusing to get triple the ping you have in every other game, freaky ping flux and packet loss, spend time troubleshooting, only to realize it's because the servers aren't european as they say they are. I guess they want to have the people here that can't speak english well somewhat gathered, but for those of us that aren't german, french, italian or whatever it's just misleading. I mean, to me the designation implies the servers are in fact IN europe and that my playing experience will be better because of that, not that it's just down to if I want to play with more non-english speaking people instead of americans.
But yeah, trial period on the VPN I have to use is running out. Would also welcome genuine european servers.
Either remove the "EU" label or move the EU servers to Europe, end of story!
I mean, seriously, SE earned £38million net profit last year.
On top of this year ARR launch, which put £41million (before tax and expenses) in their fat pocket just for people buying the game plus first month subscription (and I didn't even add the people who bought the limited edition or sub for 6 months.)
So, really, they have no excuse to not open EU located servers other than "oh, we are currently lacking in staff within EU".
Anything that may remove my lag.

As far as I know some people stated to call into your ISPs over there and see if you're still on an old agreement that is mishandling the way XIV works (some said after they got onto a new dataplan their lag issues went away due to outdated restrictions on their old one.)
