I think he might be talking about retainer congestion in the wards. It used to get pretty bad. But then again, everyone was trying to stuff their retainers into a single ward.

Right now with the population being so low, if the wards were to stay they would need to increase their capacity big time to accommodate to the new players, meaning either more wards or much longer wards, meaning everything becomes even more tedious.
