It worked more that way in 1.0, however in ARR I'd say it is more a measure of proficiency.. if you can't complete the quests on the job the relic is for you have no business with the relic more or less ^^;

That doesn't just apply to relic though, near everything in ARR must be done on the class/job that it is for vs 1.0 where you could for instance do BLM AF quests on a PLD. ^^;
