However, it would be extra cool if we had unique garlean "casual" sets. Maybe something for us to get to know how their civilian culture was.

Yes, the more the merrier. Hopefully after they had added the military and lab gear. Cause it’s been too many years now.

Lalafell Garleans? meh
They do exist. :)
Why not ? There's a named reccuring lalafell fighting for Garlemald in Bozja, Pagaga Voshtein.
Garlemald is the biggest Empire on the planet and we have already seen multiple lalafell conscripts inside Castrums or in battle fields.
I like their aesthetic and weaponry. Could make some nice glamour with a legatus helmet and a garlean gunblade.
Lalafell conscripts are relatively rare because they're not common in areas conquered by Garlemald, but they do show up once in a while. I was doing the 4.2 content this morning on an alt, and during the attack on the Confederacy to try to recapture Yotsuyu, there were a couple of lalafell casters in the mix.
There's only one issue with that, and it's that Gabranth's Legion is very specifically pro-inclusivity in the higher ranks. That's their major appeal, that anyone can be anything as long as they work for the empire, "as advertised" by other Legions. A fact that other legions try to stamp out, or limit. People in this Legion are far more capable of rising through the ranks than anyone in van Baelsar's Legion, who was also somewhat pro-inclusivity. Hence why Pagaga's there; you wouldn't find someone like her that high in other Legions, that's mostly a IVth Legion thing.
But conscripts, even if rare, exist. And a lot of people have gone to Garlemald to become a part of their society, regardless of whether they'd be in the lower castes. Meaning Lalafell in Garlean outfits are perfectly acceptable.
