You're misunderstanding the implications of "may".

It's not "may or may not".

It's "you are allowed to do this if you want".

If you disagree with the new rules, you MAY (are allowed to) reject them by uninstalling the game. They aren't going to stop you.

If you do not take that option, and continue to play, you are implicitly agreeing to the new rules - as is clearly outlined in the next sentence of the TOS.

There is no option to "continue to play without agreeing". If you haven't signaled your disagreement by leaving, you've agreed.

If they cannot tell you exactly what a warn/ban is for, then it's probably not justified. It's especially silly in the case of a warn as you might have no idea what you're supposedly being "warned" about. And here I thought a warning was something meant to deter bad behavior.

Unfortunately, power tripping is not something without precedent when it comes to the "moderation" staff employed for these games and their associated media. I was perma banned from the FFXI forums a while back with a message mentioning "repeated warnings" that I was never given, and there was nothing I posted recently that I felt warranted a perma ban in the first place. As far as I can tell, I was banned "just because".
