From my understanding (just as an observer), the character creator runs on a rigid template and they've applied it in creative ways to get their idea for Hrothgar to work. Normally you have choice of hairstyle and then the hair colour and highlights palettes; for Hrothgar they wanted the customisable fur patterns and so they set it up with each fur pattern as a "hairstyle" with the same shape but different highlights. But that leaves no space for the actual hairstyle choice, which it why they integrated it into the face choice instead. It's just not an ideal situation that faces can't be changed freely.
Under the current system they can't just "add an extra setting" to allow hairstyle choice. To add it in, something else has to be taken out, and this would result in some kind of existing customisation choice to be taken away from players.
So from my armchair developer perspective, my best guesses at solutions would be:
1. Just add more hair/face combinations to the existing face menu.
2. Add more combinations and allow the aesthetician to change faces, possibly while still locking the finer detail editing behind Fantasias.
3. Overhaul the existing options and tie hairstyle to fur pattern rather than face. Some players would be forced to redesign their existing character as their current combination would no longer exist. Every Hrothgar NPC needs to be reassessed and updated for the new setting choices.
