Costumes are usually cash-shop with special items made specifically for that slot, that you pay for.
I've never seen anything different in ANY mmo I've played.

DC Universe let me look the way I wanted, and I never had to buy special items.
Basically as long as you've been in possession of certain gear, even after you sold it, you can still wear it just for looks while having the real gear for stats equipped. And you can change the colors to how you wanted.
In Aion it was just copying the look of a gear other another gear. But only gear of the same kind.
Clothes to clothes, leather to leather, chain to chain and plate to plate.
And no cash item was involved.

SE could keep the level/class restriction in the vanity slot intact.
A BLM can then wear a Felt Bliaud for the stats and Coliseum Shawl for the look, but he can't wear Vanya Robe for the stats or look.
