I wonder if you need to have of the properties of beastmen to make it drop?

ill make sure to pick it up before my monday runs, and ill let you know how it goes if our server can actualy take the time to get to level 2 for a change

Well if the seals come from level 2 it's not a 100% drop rate. Just beat level 2 Golden Bazaar with the key item, no drop.
