I may be wrong but I believe they stated that they'd be adding many cards based on whether or not they're 'popular' characters. That's a possible explanation - though I imagine it may differ substantially as to which characters are 'popular' in different countries/regions...
I'm not entirely sure I'd consider Pipin Tarupin a popular character. Maybe in the future, sure. But in 2.0 he's had a grand total of one scene (and I assume SE is basing the cards more on 2.0 than 1.0).
Someone like Julyane Manderville? Absolutely, she's hilarious and deserved a card long ago, especially because she sometimes plays a role in seasonal events, as well. But then you have. . .the Gold Saucer Cactaur mascot while we're missing prominent story characters? wut.

It's weird, yes, but a lot of design decisions can be described as such. It's also not too unusual for a character to have one scene and then become a fan favourite based on head canon alone. I'm not certain if that's the case here, mind you, but...I don't know. Playing on Balmung I've witnessed all sorts of things involving people playing actual NPC's both minor and major and making them seem like the best thing ever.
Yes, but certain cards, namely characters from 2.0 that aren't going to show up in 3.0, would be better done sooner, when they're still at least slightly relevant, rather than later when they're not. The new Crystal Tower cards are nice and I'm glad they added them, but Nabriales, Moenbryda, and if they ever do a Vishap or Teledji-Adeleji would be much better placed now than when we're halfway through Heavensward (or even at the end of HW).
But nope, gotta have that Gold Saucer mascot card. Totally relevant.
I thought we were discussing Minfilia's fate and the morals and ethics behind it, not whining about who does and doesn't have a Triple Triad card...
