It's the militia tank set, used to be exclusive drop from Hamlet Defense back in 1.0, sans helmet which I taken it off and the pants which I didn't get. There's also the militia DPS set and mage set too. Now it's all craftable and meld-able too. Also often used to be spiritbonded these days to get tier 4 or 5 materia I think, since it's iLvl 55. :)
