I'm glad that, if I understood correctly, the data centers don't mean region specific servers. I'm an American expat living in Japan, but my kanji is crap, so I've had a hell of a time finding players to do stuff with as it is. This way I could hook up with other English speakers on a Japan based server.

They are putting servers in different regions so you can choose to be on a server that is physically close to you in order to reduce lag.

But they are not separating by language nor placing region access restrictions on them, so if you are in NA you can still choose to play on a server in Japan and vice versa.
