Both the previous tiers were very much themed after his gear though. Personally I'm hoping for Nier gear rather than Automata gear, what with the Replicant remake coming up.

I'm guessing that the third tier will probably also have yorha focused gear, but hopefully a bit more diverse. A lot of the puppet's bunker gear feels samey to me between sets. Even if they stick just to Automata I hope they throw in some non yorha uniform type outfits.
I guess we'll see. Not surprised if the Tower is indeed going to be the final raid or part of it since it was the last level of Automata. I was surprised though that the second raid was the bunker and not the amusement park. -
