Except she isn't black. Her skin tone is smoldering and grey. It's intended to portray her as a living goddess-- a statue of perfection.

Tales is fujo bait. Zaveid is the closest in the past few years and he's still too thin for bara standards, which isn't what fujos usually want.
I miss Regal. too bad he only likes lolis
Except, unless I missed the post that said it, they're just ugly. Plain and simple. I can have a hyper masculine, 80% humanoid with a gross face, loincloth wearing spider god and a very small minority will find it hot. I dont want to kiss Titan. I want to kiss Thancred. I dont want to motorboat Ravana's bug pecs either. It's simply not the same when Shiva looks like a super model doing a winter shoot and the males look like... well, that. In my post above about Tales. They are hot. The massive female fanbase said so. They are designed to be desirable.
Even Asura from Asura's wrath resembles the Crystal Tower guy who's name escapes me with their similar skin tone and design. But one of them is handsome enough to hit multi armed dilf territory.

My Nose. It bleeds.
That the dev team are pretty good at gender equality, and that the OP seems to be making out that the game is filled with sexism and scantly clad enemies. This is probably one of the most progressive japanese games I have ever played.
- Livia is never seen benieth her armor, the game implies she is beautiful, but that is narrative and character building, not eye candy
- Sophia is literally has the beauty of a goddess, and her design reflects that (also hands are tied because FFVI)
- Shiva is far more clothed than almost every other incarnation of the character, and is tasteful
- Garudas model is from 1.0 and probably the only model without another excuse
- Igeyorhm is portrayed exactly as the other ascians
- Edda, need I explain?
Other bosses that are in no way portrayed as attractive:
- Echidna
- Calcabrina
- Arachne eve
- Belladona
Plus many more.
There is a real issue in the world when simply giving something breasts makes them sexualised. Females have breasts, and making something half human and female means it naturally has a female torso.
I've never seen as much gender open-minded stories and characters in a game than in Final Fantasy XIV.
You have both strong females and males existing the world and stories, in the broad meaning: physical, intellectual, political, etc....
You have straight and gay relations depicted in the game.
You have cross-dressing occurences.
As detailed by various posts above, there is also various scantily dressed male NPC in the game such as Hildibrand's father Godbert, as well as Roegadyin in subligars :p
And there is nothing wrong about a female figure being sexy. If you look at Final Fantasy XIV as a whole, most female NPCs are clothed in a "regular" fashion. Most of the females that are dressed in skimpy or sexy outfits have a motivation to do so, such as dancers or courtisanes.
The game is certainly not defined by "half-naked women".
Concerning bosses, there might be more humanoid shaped sexy females than males. So sure, why not more of the same with males, as long as it fits a purpose in the story and not just for the sake of it.
This is what OP wanted, to begin with. It's mainly looking at the bosses and now with the new Dun scaith boss we have one more in the sexy female bosses roster. But we still don't have a single sexy male boss as far as I can think of. That means, ACTUALLY sexy. Not some stuff like Sephiroth or titan with mr universe muscles.

Another thing to keep in mind is many of the characters these bosses are based on draw inspiration from existing mythos. They aren't going to radically alter their appearance, otherwise that's the point in referencing them? Compare FFXIV to games like Blade & Soul or Black Desert and you quickly realize which is miles ahead of the others in terms of varied gender representation.
