Because the Fantasia potion isn't a simple haircut (you can make it as simple as that, but that would be wasting it). It changes your characters entire race/gender/voice.

Just watched the Live Letter and still no date. He said that he received final info about it so he'll look onto it after the event he's in and live letter. He also said that people have been asking for it ALL OVER THE WORLD and they'll be working on it "FAST".. I'm beyond sad inside..
