They should do dummy strikes like in Blade and Soul if anything. They actually have the boss mechanics or add mechanics on them. If you get hit you take no damage but you learn how to dodge while doing the rotations. They even include the downtime so you know when to pop your cds etc. Blade and Soul has a lot faster combat system too, so it's kinda required for them to have a dummy liek that. However a dumy like that in FF14 would been a great step really. I agree dummy do give you an idea how to use your rotation, but the new rotations are very straight forward than it used to be. They made less dot (1 dot less) and rotations, well combos have the dots included, so it's not as ''complex'' as before. The issue is people don't know when to rotate the debuff, buffs etc up. I'm talking about in a fight not in a dummy strike.
What about those who played heavenswar for over a year and stil slacked? The irony of looking for youtube guides when people say those people are elitist toxic players, but yet they learn from the best aka ''elitist'' they speak of.
I know and I'm pretty sure most know many will still fail a lot of the rotations, even when they made it 50% easier to do. Read on the forum or how players accept help in general on the game, there is the answer of why it's going to be like that still.
