Most RMTs operate in different countries, so there's not a lot you could do to them.

I agree. As state of the art this MMO is - the spam filtering needs to be greatly improved. I came back after about a year and was surprised to still see this issue. It's not game breaking, but it is very annoying.
Sad thing was, is the spam slowed down after Heavensward. It was an amazing 3-4 weeks of almost no spam, then it started picking up again, slowly at first, and now it is back in full force on Lamia.
The reason for this was the boom of players that had returned, making the servers so full that RMTs couldn't get in. Once the nomadic players had their fill and left again, the RMTs were once again afforded space to conduct their harassment. So, I guess what I'm trying to say is, the reason for the reduction in RMT in that time period wasn't because of any anti-RMT measures that SE implemented, but rather because of a resurgence of legit players.
Rmt are still a thing in Excalibur. Its honestly very annoying, and makes the game look like a F2P game in their pervasiveness.
I've abandoned any thought that this will be addressed like that. I mean they tried with lock after so many spams but I've turned off PM notifications months ago never to be turned back on.
I don't understand why we can haven't a "report" option right from the text chat window. It would capture the body of the message, and make that user not be able to send us tells for 24 hours, etc. No black list, etc Then SE could review the message and determine if it was correctly reported. If it wasn't, then perhaps the person who falsely reported could have some type of penalty. Something that would have them click yes, twice before it when to SE with a warning message.
Really, they want all this information, message, character name, server, zone, time, date...
All stuff that could be automatically pulled from the server with a right click report spam feature...
Make it easy to report and more people would do it...
Make it a hassle, and less will do it.
