Pretty sure those complaints already happen now. Adding them does not change that crowd. People who refuse to DPS and be bad at the game will still refuse to DPS and be bad at the game no matter how many options you give them to do more. This isn't for that crowd. Healing is the one role where the devs can choose to do more and have a more involved DPS rotation and have it NOT effect the baseline. The floor of the job is already there. Use your heals and don't let your party die. Adding more DPS spells doesnt hurt this. It just makes the players who actually give a damn and try not to be a drag on others have something more fun to do.

You could simplify dps to 1 "punch/slash enemy" button that they just spam, tuned to result in equal dps to the current numbers, then argue there's no point in reverting it because "who on earth wants 20+ buttons to do the job of 1, that's not fun or interactive, it's just bloat. I prefer Punch Enemy."
I'd take 4 buttons if they feel interesting.
There is already pressure on healers to obsess over DPS'ing, there is literally cutscenes in the story telling people to DPS, and those players have ignored it all for years. So again, adding more tools to DPS changes nothing for them. They will keep doing their thing, they don't want to DPS and that's cool, let the players who want to only heal remove every DPS spell from their hotbar. Healers deserve more engaging gameplay.
No 'bloat' is not equivalent to 'more buttons' without further consideration. Just because you are too lazy or braindead to handle a rotation, which is one of several systems designed to add some sense of thought to a procedure, doesn't mean things need to be reduced in volume. It's unfortunate that disingenuous imbeciles get away with pushing this agenda under the cover of 'useless actions'. Because their actual motive is to bring things down to their level of stupid. Not enhance anything for the game at large.
Which is the case for a certain someone here quite plainly. There is nothing wrong with skills having a management or support function to a primary action, in the form of a procedural set of skills/actions. Somewhat akin to loading a rifle before firing. It's all well and good you saying 'yawn I can't be bothered'. But one way of rendering something so devoid of effort it becomes boring is to condense buttons into single fire skills as you describe. Lets not peddle the community at large as stupid. Or write 'I'm lazy and stupid' as 'bloat'.
If you want a more interesting array of skills thats one thing; but the game needs to provide a interesting level of threat or engagement variety in order to apply/make you think. Otherwise removing all extraneous skills, just results in a one button snoozefest.
Healers are pressured to DPS more now than they ever were before due to them having nothing else to focus on. Their job's complete lack of complexity combined with low healing requirements is precisely why a Healer's worth is so heavily slanted towards their DPS contribution than their healing.
