What is a rune? It's an enchantment stone that once used creates a clickable button like the minions are once used. And using that button adds a buff to your current character.
Example. World trash mobs might drop a level 1 rune. Say, "Poison Resistance 1" that adds a few percent resist. Get the stone as a drop, use it and you can click that resistance onto yourself anytime. Only one rune allowed active at a time.
Perhaps a NM drops Poison resist 3, Perhaps a Dungeon Trash drops 2. The chest after the last boss might have a 6 for a whopping 50% resist.
Some ruins could be combos (Lightning resist 2 Wind Resist 1) and they could have many different stats and bonuses.
This would allow horizontal growth that ported over armor changes. Given enough gradations, you get a lot of things to collect to 'improve yourself' situationally.
Working inside the structures we have still allows for the sort of things people seem to want.
