I was one of the unlucky players on the Oceanic servers to get this 0 bug. That has taken a month for SE to fix . by look of this situation, Reading all the letters and time it took to fix this problem. It look like, they used the players as test Dummies. For this new lotto system. I hate to say this, but I like the old system. yes, I clicked for over 15+ hours and had other players playing music around me, it was grate. If you think they should reset the lotto. give you a 2nd chance. I think they should do that. but since I'm a 100% guaranteed winner. they should reset it for everyone and I mean everyone. even ones that have had their house for years, make it fair. take away everyone houses just like them resetting my 100% guaranteed plot, so we can all wait a month in anger together. like I said, I like the clicking system. I didn't have to wait a week to get told to wait 4 more weeks to get it on the 16th maybe. I have friends on this server and I have seen other lucky player like ward 2 that didn't get the bug and I think there happy making Gil from grow plants, sub-craft missions with no competition. I don't think we should get it for free and I never ask for it to be free but I do think there should be a compensation. we have not been waiting just for this bug but since the server got open up.
While I don't like the way they are handling this it does less damage than some of the alternatives. I suggest adding a title to their placard/house description such as freeloader if the gil deposit isn't returned.
The NPC for repaying the housing deposit should be placed in front of the house's front door, and will only go away once the deposit is returned. Preferably a big, intimidating roegadyn: "I'm here to collect your debt!" ;-P

As someone who paid for a plot upfront way back when and have enjoyed having a house since... I really don't see the issue here. It's probably the easiest way they could deal with the situation given the way the system appears to be coded. At least if someone was able to bid on the plot in the first place they could have afforded it at the time. Just live and let live.
This *and* can you imagine the backlash if SE had chosen to do a rollback on all servers? The entire player base would lose out on an entire month's worth of progress. I can't help but see that being a MUCH bigger problem than this.
I'm one of the ones affected by the 0 bug, and while I appreciate the gesture of voluntary repayment as an apology, I'd much prefer that everyone be required to pay back what was refunded. Not knowing how practical it would be for SE to code it, I think that once the NPC's added, putting all affected plots on a demolition timer would be a reasonable solution. That would give people 45 days to earn the Gil to repay the deposit if they spent some of their refund. Knowing that they'll be guaranteed to lose possession of the plot if they don't pay it back should put a fire under peoples' feet to repay it as soon as possible.
I've always thought being able to buy Mogstation credits with gil would be a great way to get it out of circulation. Even if they need to make it a 100,000 : 1 exchange rate to be an effective drain, I'd be buying stuff left and right. 2.7 million gil for that nifty mount I can't justify spending that much real money on? Yes, please!
