But it'd also then have the issue of when you've got plenty of feathers and you've got too many oGCDs to weave between your GCDs.

Honestly, from personal experience and watching feedback in many media platforms, there's a consensus that DNC is oGCD starved, but maybe someone might be graced by having feathers proc' all the time, and even so, you can double-weave if you find yourself with way too many resources.
Yeah, I found it pretty underwhelming too. The Esprit gain is too little to be reliable. Currently the real use I have to this is after a big aoe, to help healers top people off. That's our big 80 ability? Feels really... meh.
I'd just simply add Esprit at a fixed pace, a reliable one tbh, but touching the ogcd starvation issue from DNC, I would also make feathers proc through the duration.
Improvisation is only really useful as Esprit gain if you can commit to it for the full duration. That's such a rare luxury. Unless the boss is doing something that makes it untargetable, it's a big DPS loss for us to sit there for 15 seconds doing nothing. It'd be better if it looked like RDM's Manafication. Just double the current amount of Esprit and Feathers.
The one thing I would like to see happen with DNC is this: Saber Dance has a 100% chance to grant Flourishing Fan Dance and a single Fourfold Feather when used.
This accomplishes a few things. Notably, it is essentially increasing the potency contribution of Saber Dance by 350 on single targets all without actually buffing the potency of Saber Dance. It maintains the flavor of the class by offering another opportunity for oGCD weaving, and allows more control in setting up a 4/4 feather entry into our TS burst window. It's also not "free" dps in the sense that we still have to track our resources and our procs or else we might waste something. Finally, it gives Saber Dance a bit more "oomph" in general. For being our final weaponskill (and arguably our "ultimate" skill since we get a passive at 78 and Improv is rarely used) it's rather boring in what it does. Tying Saber Dance into the rest of our kit gives it some nice synergy, and from a stylistic perspective it just makes sense. Here we are, filled to the brim with the vigor and passion of our dance partners, ready to unleash a feast for the eyes.
I do think giving Saber Dance a chance to give feathers is a decent idea, though I disagree on 100% chance and with granting both flourishing fan dance and feather.
