He/She was suggesting a 25% tax if you try to sell in the Market Ward other than your starting city.

but why cheat? if the economy is spread out between 3 cities there would be no need to cheat.

And yes the system is broken. Did Jeuno's auction house ever fill up? For that matter can anyone name any MMO that has a market system that gets full?

Using the other cities is not a 'work around' they exist for the same purpose. You invalidate your own complaint by refusing to use them and then complaining that the wards are full. They are not all full, you just refuse to use the ones that are empty.
