It was from Massively's interview with Yoshida, paraphrased:
"He [Yoshida] also told me that Legacy characters will have their home nations determined by their Grand Company affiliations, but this can be changed during the course of the main scenario (going into further details would be spoiling the plot)."
To me, it makes more sense that "Legacy characters" means "1.0 characters" here, especially since Yoshida has used the terms interchangeably (e.g. "the legacy client"). -
