Request for information: ISPs and P2P throttling

When does the problem occur: 5 sec after log in and keeps happening like more times then i can count

Always intermittently as of 9/20/2013 PDT

Country of Residence: Mexico
All the time, just log in for a few minutes then shows up the error 90000.

Has been happening since i started playing the game, didnt realize it wasnt servers until recently

I was having this issue past 2 days but Ive been playing last 1.5 hours or so and it appears gone for me. Maybe fixed?

My game ran absolutely fine up until about a week ago. Now I get constant spikes of lag. The problem is consistent but how bad it is is very sporadic. It 'seems' to worsen during peak hours though.
I've spoken with the company a number of times and had a technician out to make sure it wasn't on my end. Everything comes up fine.
