It probably does, but I'd expect that a company that has been running and developing a MMO for this long would be aware of this and would have tools to simulate server latency in their development environment... So even then it's still SQEX negligence. Or rather, I think they are trying to use animation locks to "hide" server latency, but that doesn't really work well and it doesn't feel good.
If they want a snappy and responsive pvp experience, they need to copy what wow is doing. (and perhaps simply get rid of frontlines or drastically change the format, 72 players is just too much and I bet it really limit the server tick rate that they can have there, and this in turn might be why they are so insistent on having these annoying animation locks)
