No. Its standard operating procedure for a chinese player base to be segregated from the rest of the players.

I don't think its up to SE. From what I understand, the Chinese only allow this sort of thing if its kept only amongst themselves. Willing to bet they have to make Chinese only servers for this, however I would love to be pleasantly suprised.
